Download and unzip
Your browser unzips it automatically. If it doesn't, double-click the file in Downloads. Keep the unzipped folder somewhere you won't delete it, because Chrome loads the extension from that folder.
Open Chrome's extensions page
Type chrome://extensions in the address bar and press Enter. Chrome blocks links to that page, so it has to be typed.
Turn on Developer mode, then Load unpacked
The Developer mode switch is in the top right. Then click Load unpacked and choose the unzipped folder. Pick the folder itself, not a file inside it.
Sign in to X, then click the icon
Make sure you're signed in to X in this browser, then pin X Stats from the puzzle-piece menu and click it. Your dashboard opens in its own tab and fills itself in.
